EU MRV monitoring plan

Vessel owners, managers and charterers are required to prepare a monitoring plan for each of their vessels that call ports within the EU and are above 5000 gross tonnage. These plans have to be submitted to a verifier and include technical data from the ship and methods to monitor greenhouse gasses (GHG). The European Commission has shared templates for the monitoring plan and needs to be on board the vessel at all times.

  1. What is MRV? MRV refers to the requirement of monitoring, reporting, and verifying fuel consumption and carbon emissions for vessels in the maritime industry. It is an essential step towards achieving sustainability goals and meeting regulatory requirements.
  2. Which ships are in the scope of EU MRV? The MRV Maritime regulation applies to 5000 gross tonnage ships and above, regardless of their flag, that carry passengers or cargo for commercial purposes to or from EU ports. A limited category of ships is excluded such as warships, naval auxiliaries, fishing ships, ships not propelled by mechanical means and government ships used for non-commercial purposes. In addition, as of 1 January 2025, the regulation will also apply to offshore ships and general cargo ships of above 400 gross tonnage.
  3. Which emissions do I need to report on for MVR compliance? The EU MVR regulation requires reporting on carbon dioxide (CO2).
  4. Who is responsible for MVR compliance? The owner or ISM company is responsible for EU MRV compliance.
  5. When are my voyages subjected to the EU MRV regulation? Voyages that have at least one of the two ports that are called must be located in EU territory. Only ports where cargo and/or passengers are loaded or unloaded are considered ports of call. Hence, emissions released during stops for repairs, drydocking, relieving the crew etc. are included if the previous or next port of call is an EEA port. Emissions released at berth, within an EEA port of call must also be reported.
  6. Which EU ports fall under the MVR regulation? ports located in EU territory (e.g. where EU law applies) including Norway (except Scarbald) and Iceland. EEA member states overseas which do not qualify as ports of call under EU MVR are Aruba, Bonaire, Curaçao, French Polynesia, French Southern and Antarctic Territories, Greenland, New Caledonia, Saba, Saint Barthélémy, Saint Pierre and Miquelon, Sint Eustatius, Sint Maarten, Wallis and Futuna.
  7. What is Thetis-MRV? THETIS-MRV is the EU MRV system to report CO2 emissions from ships, it is also used to submit the information to the third-party verifier.
  8. When do I need to submit my MRV data? The reporting period is from the 1st of January till the 31st of December each year. By the 30th of April the following year companies need to submit their verified emissions report to the EU commission and to the flag states that are mentioned in the report. Therefore, it is recommended to submit your MVR emissions report to your verifier no later than the 31st of March.
